The Time Capsule just appears in the episode Buried in Time. It is just a big, old, empty, time capsule, that was filled with tartar sauce, but Mr. Krabs sees it as a money-maker.
The Bikini Bottomites put objects into it and the time capsule is then buried for 50 years. During an accident, SpongeBob, Patrick, and Squidward get trapped in the time capsule.
